A KIDDERMINSTER man has been issued with a criminal behaviour order following persistent begging and other offences in the town.

The criminal behaviour order (CBO) prevents 28-year-old Luke Herbert-Carter, of Lion Street, from begging or behaving in a way that causes or is likely to cause any person, alarm or distress.

The CBO will last for five years and prevents him from using offensive, abusive or homophobic language or gestures or using aggressive, threatening or intimidating behaviour, which is likely to cause harassment, alarm or distress.

He is also banned from begging or loitering in any public place for the purpose of begging, being drunk or under the influence of illegal drugs in a public place, and being in possession of an open vessel containing alcohol in a public place.

A West Mercia Police spokesman said: “He is banned from entering Oxford Street, Jubilee Gardens and land owned by Dunelm Mill, Kidderminster.

“He is not to enter Weaver’s Wharf, Crossley Retail Park, Comberton Hill, Tesco and car park in Castle Road and Kidderminster train station – save to travel on a train which is due to depart from that station within 15 minutes of his arrival and being in possession of a valid ticket for that train or in possession of sufficient funds to purchase a valid ticket for that train.

“He must not remain within the boundary of the train station in the event of a train cancellation for a period of more than 10 minutes or in any event for more than 30 minutes.”

He received the order in September. If he breaches the CBO order, he could face a custodial sentence.

Residents are asked to call West Mercia Police on 101, if they see Luke Herbert-Carter breaching the order.
