CHAIRMAN Barry Norgrove has placed a valuation of £50,000 on midfielder Russ Penn's head, after Burton Albion made him a transfer target.
It is believed that the Blue Square Premier champions are eager to sign the 23-year-old for their campaign in League Two.
Burton assistant manager Gary Rowatt has said that Burton have made two bids for Penn and although they have not met Harriers' valuation they feel it a fair offer.
He said: "We have indentified Russell as a player we would like to bring to the club.
"We've made two offers, the second of which we feel is a fair one."
However, Norgrove claims there has been no official approach from the Brewers about the midfielder.
Penn has never hid his desire to play in the Football League and was a target for Peterborough and Walsall last summer.
He ended speculation of a move when he signed a two-year deal during the last season.
Harriers' chairman did not rule out him leaving if a club matched their valuation of Penn.
"We've heard on the grapevine that Burton are interested but we have not had an approach from them," said Norgrove.
"Until we actually have a solid move from Burton he's staying here.
"We don't want to lose him but if Burton made a big enough offer we would have to consider it.
"Walsall and Peterborough were talking about spending between £50,000 and £70,000 on him last summer and I would expect his worth is about £50,000.
"But at the moment he's going nowhere, he started training yesterday with the rest of the lads."
The chairman also confirmed that Harriers would be interested in signing Lee Hughes.
The 33-year-old's contract at Oldham Athletic has ended, after scoring 25 goals for them last season. He is currently training with the lattics.
Norgrove believes a deal to secure the forward, who scored 73 goals for Harriers between 1995 and 1997 before earning a £350,000 move to West Bromwich Albion, is a long way off.
"We've made contact sort of, but we're a long way from anything yet," he said.
"We're trying to build the best squad possible at the moment."
