LOCATION

No. 12 Victoria Road (Falstaff House) is located just off the B439 on Victoria Road which is close to the centre of Bidford- on-Avon. Bidford-on-Avon is a large village and civil parish in the English county of Warwickshire, very close to the border with Worcestershire. In the 2001 census it had a population of 4,830, increasing to 5,350 at the 2011 census. It is has close proximity to Alcester to the North, Evesham to the South and Stratford Upon Avon to the East. The property has until quite recently been occupied as a care home facility for residents and has been adapted as such. There was a previous consent granted 27/09/13 for the demolition of the existing property and its replacement with 2 no. 4 bedroom bungalows under consent ref no 13/01181/FUL from Stratford on Avon District Council for residential care purposes.

THE PROPERTY

The site is a large two storey detached building within the built-up area of Bidford-on-Avon, which is identified within Stratford Council's adopted Core Strategy as a 'main rural centre' and thereby a suitable location for housing and business development. The site is not listed and outside of any designated conservation area and lies approximately 250m from the local High Street and the services that are offered.

There are also no landscape designations that are applicable, and the site is at low risk of flooding (flood zone 1). There are several mature trees within the site and our understanding is that none have any tree preservation orders. The site has an established use as a residential care home. Planning permission was granted for the demolition of the existing building and erection of 2 bungalows in 2013, for residential care purposes, however this permission was never implemented.

The local Planning Authority states that for main rural centres such as Bidford-on-Avon, development will take place through the redevelopment and re-use of suitable land and property within the built-up area boundaries. The general principle of residential development on the site would seem to be acceptable. The building is not listed and of limited architectural merit and the demolition of the existing building is likely to be acceptable – subject to planning, particularly as no objection was raised previously to this.

To note - Policy AM3 of the made Bidford Neighbourhood Plan similarly seeks to protect community assets and states that: "the loss of an existing community facility will be resisted unless it can be demonstrated that the facility is no longer viable or that the facility is no longer in active use and has no prospect of being brought back into use". Any application will need to justify the loss of this facility and provide supportive evidence.
